The Dutch International moved to Fenerbahce in a £4.2 million deal earlier this week, having struggled to nail down a place in Coach Louis van Gaal’s starting eleven.
However, the 31-year-old failed to find favour under Van Gaal, having previously won the title in Sir Alex Ferguson's final year in charge, and Arsene Wenger have revealed that the forward is a "loss to the Premier League".
Van Persie made over 270 appearances during his eight-year spell at the Emirates, scoring over 131 goals, before moving to Manchester United in 2012 for a fee of £24m.
"For me it's a big surprise," Arsene Wenger told reporters.
"I'm quite surprised that Robin van Persie has gone to Turkey this summer. He's a loss for English football because he's an exceptional player, one of the best I've ever managed.
"He has an exceptional technique. I don't know what happened or why he leaves United."
